whistling sound coming from outdrive area

Just purchased a 1999 stindray 220 ds with a mercruiser 5.0 liter there seems to be a howling sound coming from the out drive area. I do not know much about boats. is this a serious problem or could it lead to one?

It could be a noisey gimbal bearing, although most people describe it as a growl.
