Tilt problem

I recently purchased a 1994 Mercruiser 4.3L 170hp. After using the Trim to get the LU up there is a 2nd button under the shifter to Tilt the engine up the rest of the way. This is no longer working. It seems like the Trim is not raising the LU entirely as it does not 'moan' like when I first got it. What can I do? Is there a manual override so that the LU can be hand-raised for a transom support?

I believe you need to check the fluid level. If it is low on oil it will not raise all of the way.
