welch plug popped out

took the boat out yesterday and when i got home i noticed the welch plug had popped out. it was still stuck to the se 106 decal. What could cause this, and what is that plug for. also i'm sure there water in there now.

That plug is to cover the hole in the shift cavity. The reason it blew out
is because you had water that was in that area and it froze over the winter.
You do need to plug it up. Possibly you can put the same plug back in?
otherwise you could easure the hole and then buy a plug from Napa. They
would call it a freeze plug.
